Questions that would be asked in an interview

Here is the current list of questions that would be asked in any interview for the upcoming documentary.

  • Navy SEALS:
    • What do you think about how Navy SEAL training has been curtailed, limited or cancelled due to the pollution from the Tijuana River? Do you believe it is a national security risk?
    • In a discussion with some Navy SEALs, they suggested that Navy leaders don’t want to make too much noise about the Tijuana River pollution issue due to the possibility that the Navy would relocate its Coronado training services to other locations such as Washington state. Thoughts?
  • Water testing, usage and Tijuana River pollution repercussions
    • What do you think about how the Tijuana River could be used as a reliable water resource with the problems of water shortages?
    • Is San Diego County alerting cities like Imperial Beach with enough time to put warning signs about not going in the water?
    • $300 million, granted by Congress under the U.S.-Mexico-Canada Agreement, is tied up in the U.S. Environmental Protection Agency and needs to be transferred to the International Boundary and Water Commission. Do you have any plans to instill the importance of this problem and are the funds enough?
    • The new water test, digital droplet polymerase chain reaction or ddPCR, counts the presence of bacteria in water by its DNA. The old method, called culturing, is much less precise.  What’s your opinion on how the accuracy of ddPCR affects beach closures? Scripps is apparently tweaking the parameters to separate live from dead bacteria. Is using the cultural test method preferred until the new variation of the ddPCR is amended?
    • The South Bay International Wastewater Treatment Plant (SBIWTP) recently had the broken sewer lines fixed with binational cooperation. In their August 16 statement. they mentioned how “the excessive flow is resulting in added wear and tear on the plant’s components and overall system”.  The 25 million gallons a day plant capacity is being exceeded. Do you know of any plans to get the plant to be able to process more wastewater flows to avoid further future failures?
    • Which is more important to address first: the TJ River pollution flow or the Punta Bandera wastewater plant?
    • The polio virus has been detected in wastewater samples in Orange County in early August, 2022 as well in New York. Do you have plans to raise awareness of this possibility at Imperial Beach?
    • How many days has the IB beach been closed this year and any opinions on how you have had to deal with beach closures as mayor?
  • US/Mexico binational relations
    • It’s the Mexican government’s official position that once the sewage pollution spills into the U.S. side, it’s out of their jurisdiction. Do you think that’s a fair assessment?
    • Leadership with the Mexican version of the International Boundary Water Commission have started the TJ River pollution problem is improving to the point of being fixed. Thoughts?
    • What are your thoughts on the current violence happening in Tijuana and how it possibly relates to the political landscape regarding getting international cooperation to getting funds to fix the Tijuana River pollution issues? How does it affect Imperial Beach?
